Job Description
Terracon’s San Antonio office is seeking an experienced, entrepreneurial, and collaborative professional to develop our NEPA Planning practice, starting immediately. NEPA is part of our Environmental Planning group, which also includes Natural Resources and Cultural Resources. San Antonio’s team works collaboratively with these and other practice areas to support Terracon’s regional, statewide, and national client base. We are seeking a candidate who understands and is committed to program growth; is a strong team builder, communicator, and mentor; and who brings technical expertise and depth to our program.

Our San Antonio office is a multi-disciplined team that works on NEPA documents, threatened and endangered species (T&E) assessments, species surveys, Endangered Species Act (ESA) consultations, wetlands delineation and permitting, archeological studies, environmental site assessments, and environmental compliance work. Our clients include City and County agencies, school districts, national and local retailers, commercial real estate developers and managers, telecom companies, energy providers, law firms, financial institutions, and construction clients.


General Responsibilities:

As a NEPA Project Manager in San Antonio, you will work closely with the Environmental Planning Group Manager and Environmental Department Manager to supervise, mentor, and help support the professional growth of our Environmental Planning team. This team includes full- and part-time employees at all stages of career development. You will support our team’s continued growth through expanded market share and successful project delivery. You will be a leader in understanding and supporting Terracon’s safety culture and expectations.

You will work with the team to manage projects, prepare and review reports, and coach and mentor staff on quality data generation and reporting. You will play an important role in helping support proposal development and project delivery in our region and across Texas with opportunities to work in other regions of the U.S. As a mid-level practitioner you will participate in business development activities with office and department leadership, and you will work with our regional office leadership as well as key sector leads to help grow our practice.

Essential Roles and Responsibilities May Include:
  • Lead safety efforts for team and ensure team follows Terracon safety rules and practices
  • Manage NEPA projects within San Antonio and nearby regions.
  • Collaborate with Environmental Planning managers and staff in other Terracon offices to team up on large project efforts and promote best practices
  • Mentor junior staff in technical and business development
  • Learn and comply with company risk management policies and develop an understanding of and be aware of project-related risks. Employing best practices for risk management and loss prevention
  • Be responsible for maintaining quality standards on all projects
  • Begin documented Authorized Project Reviewer (APR) training, promoting continuous quality review, improvement on projects, and mentorship of staff
  • Conduct client development activities and work with our marketing team to continue and develop in NEPA services in San Antonio and South Texas
  • Support other non-natural resources Environmental Planning projects, tasks, and activities, as assigned
  • Contribute to and lead proposals, methodologies, and research designs for a variety of natural resources projects
  • Assist with the development and determinations associated with Categorical Exclusions, Environmental Assessments, Findings of No Significant Impact, Notices of Intent, and other National Environmental Policy Act documents and procedures
  • Experience with writing technical reports that meet state, local, and federal regulatory requirements and standards
  • Perform site visits, field observations and field data collection in area of technical expertise, as appropriate
  • Work directly with Clients, responsible entities, and federal agencies in support of NEPA documents and projects.
  • Provide guidance to Clients and other Environmental Planning practitioners on the NEPA project process

Requirements:
  • Bachelor’s degree in Environmental Science, Environmental Planning, or related discipline and more than 7 years of experience
  • Understand and implement technical requirements to complete client projects by planning, organizing, and supervising the NEPA analysis process to ensure compliance with NEPA regulations
  • Experience writing and managing NEPA documents and projects
  • Experience working with State, Local, and Federal agencies
  • Experience taking a NEPA project from initiation through completion
  • Ability to communicate clearly and concisely using both written and verbal skills
  • Ability to manage multiple projects within flexible/fluid schedules and project needs
  • Ability to work on a team and build networks across the division and company
  • Ability to pass a drug screen and background check
  • Eligibility to work in the United States without sponsorship
  • Flexible work schedule, to ensure project timelines are completed
  • Capability to drive full-sized pickup trucks
  • Ability to travel for overnight (including multiple days away) approximately 10% of the year for client development and/or work activities
  • Ability to perform physically demanding tasks such as lifting, and walking on uneven surfaces carrying at least 20 lbs. of equipment, and ability to work in extreme (hot/cold) weather conditions
  • Valid driver’s license with acceptable violation history

Preferred:
  • Membership in statewide professional associations and/or other evidence of professional engagement in the larger community
  • Advanced graduate degree in Environmental Science, Environmental Planning, or closely related field
  • Previous experience preparing proposals, building budgets, understanding and managing project finances
