Job Description
Terracon is seeking a National Manager for its Cultural Resources Management (CRM) discipline as part of the Environmental Planning and Permitting (EPP) practice to provide leadership within the CRM discipline across the United States. In conjunction with the Environmental Service Line Director, EPP National Director and executive leadership, this role is responsible for promoting the CRM discipline with an emphasis on growth of the business and collaboration across geographies and with other disciplines in the EPP practice. This position is ideal for a highly collaborative individual who would accel in setting and implementing business growth strategies for the CRM discipline, cross-discipline relationship building, connecting CRM to the bigger picture within EPP and other environmental services, advancing technology, and building strong client and internal practitioner relationships.

As a key member of Terracon’s Environmental Service Line (ENVSL) leadership team, the National Manager for CRM is expected to promote within the discipline: (1) year-over-year growth, (2) quality and technical excellence, (3) diversity and balance of services, and (4) operational efficiency. As part of the EPP practice, the National Manager for CRM will engage in these four objectives in alignment and collaboration with the National Director for the EPP practice and the Divisional EPP Leaders to support the practice-wide vision for growth, quality, services, and efficiency. The National Manager will also help align the CRM discipline with Terracon’s 2030 Strategic Plan.


Key Responsibilities

Strategy & Leadership

  • In partnership with the National Director of EPP, define and execute the national CRM discipline strategy as part of the national EPP and ENVSL strategy and corporate goals.
  • Prepare and drive an annual CRM Discipline Plan for short-term growth and long-term growth alignment within EPP and the Environmental Service Line.
  • Identify new and/or under-engaged markets, provided services within the discipline, and client relationships.
  • Lead, align and support divisional discipline leaders nationwide to deliver consistent, high‑value outcomes on larger, more complex opportunities involving CRM by itself and as a component of EPP.
  • Champion “Our Rules to Live By,” safety, quality, and innovation across all offerings, ensuring Safe Right Procedures (SRP), Standard Operating Procedures (SOPs), and Site‑Specific Health and Safety Plans (SSHASPs) are current and effectively implemented within the discipline.

Financial Stewardship

  • Partner with the ENVSL Director and EPP National Director on P&L performance for the CRM discipline, including revenue growth, margin improvement, pricing strategy, and cost management.
  • Partner with the EPP National Director on EPP annual planning, budgeting, and forecasting in collaboration with ENVSL leadership, Corporate Finance, and Operations.
  • Monitor key performance indicators (KPIs) (e.g., growth, backlog, utilization, win rates) and deploy methods to optimize performance.
  • In conjunction with the EPP National Director, Divisional EPP leaders, and Operational leadership, forecast personnel and capital needs to meet revenue growth and profitability targets.

Operational Excellence & Risk Management

  • Ensure safe, compliant, and high‑quality delivery across projects and geographies.
  • Serve as Project Executive (PE), Senior Quality lead and/or Subject Matter Expert (SME) on complex, high‑risk, and high‑impact projects.
  • Drive continuous improvement, standardization, and risk controls through our quality program as it relates to the discipline.
  • Provide leadership in developing and leveraging data, digital tools, and automation to improve delivery efficiency, quality, and insight.
  • Work with Senior Practitioners and Divisional EPP Leaders to assess project risk and provide feedback to project team on quantification of risk and appropriate contingent pricing.

People & Culture

  • Foster a culture of safety, accountability, collaboration, and professional growth.
  • Attract, develop, and retain senior technical talent; build robust succession plans for replacement of personnel leaving Terracon.
  • Lead change management—use webinars, forums, and communities of practice to build understanding and adoption of new initiatives consistent with the direction of the ENVSL.
  • Continue to contribute to developing advanced technical and professional career paths tailored to CRM practitioners.
  • Work with Senior and Project-Level practitioners on developing “soft skills” related to professional career development to compliment technical skill enhancement.

Clients, Markets & Growth

  • Lead national business development and capture strategies across priority sectors and accounts for the discipline.
  • Support internal relationships with Sector Leaders, Client Development Specialists and National Account Managers to expand key Client relationships as well as cross‑selling Terracon’s broader services.
  • Grow opportunities through existing on‑call contracts; evaluate and secure new municipal and multi‑jurisdictional on‑call agreements.
  • Enhance teaming with research, technology, and specialized partners to compete for complex, innovation‑driven projects.
  • Represent Terracon practitioners as a collaborative of SME and “thought leaders” via conferences, publications, social media, and internal/external webinars.

Communications, Insights & Reporting

  • Partner with the EPP National Director to maintain transparent, timely communications on strategy, plans, budgets, and resource needs.
  • Provide periodic “State of the Discipline” updates and insights impacting CRM.
  • Collaborate with Marketing & Communications on EPP practice updates pertaining to CRM, press releases, social media input development and thought leadership for internal and external audiences.
  • Lead project debriefing on selected projects to gain insights into project execution enhancements.

Candidate Qualifications and Experience

Required

  • Safety mindset that pervades all discipline projects and pursuits.
  • Master’s degree in anthropology, archaeology, architectural history or related technical discipline.
  • 20+ years of relevant experience with demonstrated success leading multi‑regional or national environmental practices.
  • Meet the Secretary of the Interior requirements as a Principal Investigator.
  • Strong business and financial acumen with direct P&L, budgeting, forecasting, and pricing experience.
  • Proven track record in strategic growth, business development, and key Client leadership and acquisition/development.
  • Exceptional communication, leadership, and change‑management skills.
  • Valid driver’s license and acceptable driving record.

Preferred

  • Experience integrating digital tools, data analytics, and automation into project delivery and decision‑making.
  • Demonstrated success leading innovation initiatives and deploying new technologies at scale.
  • Active involvement with community non‑profit organizations.
  • Recognized certifications such as RPA, AICP, or similar
  • Demonstrated ability to embed sustainability into project delivery and client solutions.
  • Recognized thought leadership in CRM (e.g., publications, conference speaking, standards committees).
