General Responsibilities:

Position Summary

Terracon is seeking an experienced Property Condition Assessor to lead complex Property Condition Assessments (PCA), Facility Condition Assessments (FCA), projects. This senior-level position provides technical leadership for complex assessment projects while serving as a mentor to junior staff, a trusted advisor to clients, and a contributor to business development activities. The role includes project execution, client relationship management, and the development of capital planning strategies for diverse property portfolios.

Technical Leadership

The Assessor will lead complex Property Condition Assessment (PCA) and Facility Condition Assessment (FCA) projects from project initiation through final report delivery. Responsibilities include establishing investigation methodologies, assessment protocols, and project execution strategies while performing comprehensive evaluations of roofing systems, building envelope systems, structural systems, HVAC systems, electrical systems, plumbing systems, fire protection and life safety systems, vertical transportation systems, pavements, and site infrastructure. The position requires the ability to apply sound engineering and building science principles to identify deficiencies, assess asset conditions, evaluate operational performance, and develop practical recommendations for repair, replacement, and long-term asset management.

Capital Planning & Asset Management

The Assessor will develop repair, replacement, and capital improvement recommendations based on observed conditions, remaining useful life analyses, and client objectives. Responsibilities include preparing and reviewing replacement reserve forecasts, reserve tables, capital expenditure plans, and replacement schedules while evaluating deferred maintenance programs and capital budgets. The role also involves assisting clients with long-term asset management planning by providing strategic guidance on asset performance, funding priorities, risk mitigation, and lifecycle cost considerations.

Project Management

The Assessor will manage project scope, schedule, budget, quality, and client expectations throughout all phases of project execution. Responsibilities include overseeing multi-site and portfolio assessment assignments, coordinating multidisciplinary project teams, reviewing field documentation and technical deliverables, and ensuring compliance with ASTM E2018 standards and other applicable industry guidelines. The position requires strong organizational and leadership skills to successfully manage multiple projects while maintaining technical excellence and meeting client deadlines.

Client Relations & Business Development

The Assessor will support business growth by developing scopes of work, preparing cost proposals, and participating in client presentations, project interviews, and business development activities. Responsibilities include maintaining and expanding client relationships, identifying opportunities for additional consulting services, and supporting regional and national business development initiatives. The role requires strong communication skills, technical credibility, and the ability to understand client needs while delivering exceptional service and value.

Travel

Travel is required and may account for up to 50% of work time. Travel includes day trips and overnight assignments.

Requirements:
  • Bachelor's degree in Engineering, Architecture, Building Science, Facilities Management, Construction Management, or related discipline.
  • Minimum of 10 years of experience in building consulting, facility assessments, architecture, engineering, construction, or related field.
  • Demonstrated experience leading PCA and FCA projects.
  • Experience managing project budgets, schedules, and client relationships.

Desired Skills and Experience

  • Expertise in ASTM E2018 Property Condition Assessments.
  • Experience with accessibility evaluations and ADA consulting.
  • Experience with reserve studies and capital planning.
  • Strong technical writing and report review skills.
  • Experience managing large multi-site assessment portfolios.
  • Knowledge of building envelope systems, roofing systems, and MEP systems.
  • Excellent communication, leadership, and client management skills.

         Physical Requirements

  • Ability to walk large facilities and sites for extended periods of time.
  • Ability to carry and climb ladders and access roofs safely.
  • Ability to enter mechanical rooms, crawl spaces, and other building service areas.
  • Ability to lift and carry approximately 40 pounds.
