Job Description
General Responsibilities:
Terracon’s Construction Services consist of but are not limited to, the execution of environmental remediation, fuel service station closure, and renewable energy construction (testing, installation, and maintenance), which will be executed by Terracon-employed equipment operators and support staff. The manager is responsible for the management and direction of all activities (administrative and technical) of the Construction Services operations. This includes profit/loss management, employee supervision, project management, business strategy development and implementation, employee recruiting and supervision, project management, quality control, health and safety oversight, client relations, and the development of new business and clients, equipment rental/lease/purchase negotiations, and development and review of all contracts and proposals prepared in support of these services. The position may also have administrative and technical managers to support specific functions and operations in support of service execution.

Essential Roles and Responsibilities:
  • Manage and execute all aspects of Terracon construction services including the implementation of equipment safety practices/initiatives, equipment safety inspections, personnel training and work quality execution, monitoring/balancing workload [employees, equipment and projects], and negotiating of contracts for equipment resources.
  • In conjunction with appropriate technical experts with the Company and the Division Manager, assign manpower to Terracon implemented construction service projects to ensure the best accomplishment of the project and utilization of staff.
  • Create and implement a business plan to accomplish regional or divisional operational objectives.
  • Provide leadership and direction for regional operational objectives in support of local offices.
  • Lead the development and delivery of consistent construction services across the operating area.
  • Mitigate project-related risk and establish protocols to protect the company that are in accordance with the company’s risk management policies.
  • Communicate safety initiatives, rules and guidelines for staff. Holds Managers and Employees accountable for following safety rules and practices.
  • Monitor the performance of a regional team through site visits, safety incident and near miss investigations, quality audits and metrics.
  • Monitor safety, quality, and production of construction services teams and provide recommendations for improvement to Region and Division Management.
  • Assist local offices with marketing and client development activities related to construction services including pricing, planning and means and methods.
  • Establish parameters to enhance the recruitment, interview and selection process for operators, field supervisors and laborers.
  • Ensure best practices are being followed and hold Managers and Employees accountable for quality control standards.
  • Manage risk related to projects. Ensure contracts are signed and fully executed prior to commencing work. Monitor adherence to corporate risk policies and practices. Hold Managers accountable for mitigating or eliminating risk.
  • Communicates safety initiatives, rules and guidelines for Office or Region. Holds Managers and Employees accountable for following safety rules and guidelines.
  • Promote continuous quality monitoring and improvement on projects. Ensure best practices are being followed and hold Managers accountable for quality control standards.
  • Perform other duties as assigned.
Requirements:
  • Bachelor’s degree in technical discipline practiced by the firm including Construction Management, Engineering, Environmental Science, or Geology and 12 years’ of practice experience. Or, in lieu of a degree, a minimum of 16 years’ related experience.
  • Management experience preferred.
  • Knowledge of safety program management and implementation.
  • Knowledge of equipment operation, safety and maintenance.
  • Knowledge of general billing, accounting and procurement practices.
  • Valid driver’s license with acceptable violation history.
  • OSHA HAZWOPER 40-hr course; must attend within 90 days of hire.
  • Safeland/PEC; must achieve within 90 days of hire.
  • H2S Awareness Training; must achieve within 90 days of hire.
Preferred Certification:
  • Department of Transportation Commercial Driver’s License (CDL)
