General Responsibilities:

This position is for Program Manager of Roofing Services in the Facilities Service Line (FAC) of the Texas Division.  This is a new position.  This opportunity is best suited for experienced professionals who can provide coordination, organization, and leadership for Terracon’s current roofing professionals with the goal of becoming the premiere roof consulting and roof construction manager firm in Texas, with services including:

  • New Roof Design and Consulting (including BECx)

  • Roof Assessments

  • Roof Asset Management

  • Roof Replacement Design and Consulting

  • Roof life extension

  • Roofing Construction Management

  • Roofing Observations 

  • Roof Testing

    • Infrared

    • Moisture Scanning

    • ELD

    • Uplift

    • Coring and Sampling

This position aligns with the Terracon position of Senior Facilities Consultant, which acts as a resource to the whole firm and specializes in the application of advanced theories, concepts and principles for a major discipline. While this position will originally focus on the Texas Division, success will create the opportunity to expand to the Central Operating Group and adjacent regions, potentially becoming a national position.

This position will be a critical role in the Texas Division. Terracon has prioritized development of this position as a strategic move toward accelerated growth and geographical expansion of roofing service offerings in the Texas market.  During this development period, this role will include the responsibilities of a Senior Project Manager on proposals and projects, especially on projects of complexity.

While Terracon supports flexible work/home scheduling, senior leaders in this role are generally expected to be present in a Texas Terracon office a minimum of 2 days a week. These expectations are adaptive and subject to coordination with external commitments, project workload, office responsibilities, and the needs of direct reports, and other Texas Facilities staff. 

Essential Roles and Responsibilities:

PROGRAM MANAGER / ROOFING SERVICES RESPONSIBILITIES

  • Primary responsibility is to develop a plan leading to organizational growth towards supporting all of the identified roofing services at the Texas Division level.

  • Roofing construction management is not currently performed by Terracon in the Texas Division and it is desired to develop this practice.

  • Plans will include monthly, quarterly, and annual milestones with regular check-ins to monitor  progress and adjust as appropriate.

  • While this role is to be focused on the Texas Division, opportunities in adjacent states and beyond can be managed with effective coordination with other Divisions.      This position has the opportunity to develop into a national role.

  • Support the growth and development of Terracon at all levels, following our corporate values and generally aligning with the company objectives and services in the Corporate Strategic Plan. 

  • This role will require successful completion of the Terracon Authorized Project Reviewer (APR) program, which you will be qualified to enroll in after two years of employment.

  • Responsible for working with current Texas Division Facilities staff to identify and lead those performing roof related services, conduct a SWOT analysis, and develop a first-year strategy plan for hiring and training in the Texas Division.  This plan will be completed within the first two months of employment.

  • Support hiring of roofing staff at the local office level by developing job descriptions, working with internal and external recruiters, and participating in the interview process.

  • In general, most roofing practitioners will remain in their current organization, and most future hires will be assigned to their local region office.  This role will be responsible for monitoring the skills and availability of these staff members, towards delegating project responsibility to the local office while maintaining a Subject Matter Expert (SME) / Authorized Project Reviewer (APR) role on individual projects.

  • Direct reports associated with this position will most likely be limited to centralized engineering and production staff as appropriate to support project workload. 

  • Support Texas Facilities leadership with leading, developing, and managing employee staffing plans, recruitment, selection and onboarding to support workload and growth initiatives. 

  • Develop, support, and track support individual growth plans for roofing staff.

  • Identify cross-training opportunities for other roofing staff and potentially staff in other service lines.

  • Develop and support sub-practice area leaders as needed. 

  • With support from the Texas Division Leadership, prepare and execute annual business plan for roofing services to be integrated with regional plans.

  • With the support of Texas Division Facilities Leadership and Business Development staff, perform business and client development activities to identify, develop, win, and execute project opportunities and build and maintain client relationships.  
  • Engage with Terracon Sector Leaders and National Account Managers to develop BD plans for the Texas Division.
  • Identify external organizations in Texas regions to local staff to actively participate in.
  • Work with division marketing staff to develop Roofing specific project profiles and service sell sheets.

  • Produce and maintain project profiles including project information databases for completed projects.

  • Develop lunch and learn presentations and present to clients and organizations.

  • Lead safety efforts for roofing professionals and ensure team follows safety rules and guidelines.      Be responsible for creating and modeling a safe work environment; demonstrate safety practices.      Promote pre-task planning for all projects. 

  • Be an division leader for Terracon Safety practices.

  • Ensure that roofing professionals hold and maintain appropriate safety certifications to perform required tasks, and follows all lifesaving absolutes (LSA).

  • Perform regular site-safety check-ins and coaching on roofing staff when visiting projects.

  • Work with regional safety coordinators as required to respond to office and external initiatives.

  • Monitor all Texas roofing projects in progress to support APRs to ensure that work is executed on time and in accordance with the client’s requirements and within company policies, procedures and standards. 

  • Lead project management on large and complex projects, including projects with multiple FAC practice areas and/or multiple Service Lines.  

  • Perform and/or support roofing staff in the support of project delivery:

    • Work with clients and internal resources to define project scopes, schedules and budget. 

    • Supervise the preparation of proposals and cost estimates to clients to ensure proper scoping of services, availability of manpower and pricing to achieve desired profitability.

    • Lead interactions with client and stakeholders to ensure their goals are being considered in execution of the work. 

    • Design, communicate, and implement a project plan for completing a project. 

    • Lead safety efforts including preparation and compliance with approved safety plan. 

    • Resolve operational problems and minimize delays. 

    • Identify, develop, and gather necessary resources to complete the project. 

    • Prepare designs and work specifications; develop schedules, budgets and forecasts; select materials, equipment, project staff, and contractors. 

    • Identify the need for standards to support workflow.

    • Estimate costs, resources, and time required to complete a project.   

    • Prepare forecasts for expenditures and manages scope, schedule to meet budget. 

    • Monitor activities, allocate resources, and assign tasks to ensure targets are met. 

    • Partner with other departments or offices to secure specialized resources for the project.       

    • Conduct project meetings and prepare reports to communicate the status of the project within and beyond the project team. 

    • Coach and mentor project staff and assist them to solve problems. 

    • Coordinate with Authorized Project Reviewers (APRs) to ensure appropriate oversight is in place and sufficient time allowed for quality reviews 

    • Coordinates with accounting for financial management of business intelligence, invoicing and collections 

    • Develop understanding and be aware of project-related risk.  Be familiar with what could go wrong on a project and how to protect the Company.  Be familiar with company risk policies.   

    • Promote continuous quality monitoring and improvement on projects.  Monitor quality standards and practices.  Engage APRs on projects at their onset.

STAFF

Requirements:
  • Bachelor’s degree in building science or related building field and 20 years’ experience in facility assessment. Or, in lieu of a degree, a minimum of 24 years’ related experience.
  • Master’s degree preferred.
  • A valid driver’s license with acceptable violation history may be required.

Required Qualifications:

  • Service Line Director Committee approval
  • Registered Roof Consultant (RRC), Registered Waterproofing Consultant (RWC), and at least one other relevant certification (RBEC, BECxP, LEED AP) or equivalent
  • Terracon Authorized Project reviewer within two year
