Job Description
General Responsibilities:
Responsible for program management of apprenticeship programs for renewable energy projects ensuring compliance with the Inflation Reduction Act and managing prevailing wage requirements.
Essential Roles and Responsibilities:
- Provide expert regulatory guidance and consultation to Operations, ensuring adherence to prevailing wage laws and apprenticeship standards.
- Work closely with sector leaders, proposal and project managers, HR, and other stakeholders to support apprenticeship and compliance initiatives.
- Serve as the primary point of contact for regulatory agencies, program sponsors, and internal stakeholders regarding apprenticeship and prevailing wage matters.
- Monitor and audit projects for compliance with the Inflation Reduction Act and prevailing wage regulations.
- Assist in the development and implementation of company policies and risk management strategies related to the Inflation Reduction Act, prevailing wage compliance, and apprenticeship programs.
- Submit formal apprenticeship requests for each project to ensure compliance with regulatory requirements. Requests are inclusive of new apprentices and journey workers.
- Oversee the duties performed by a Document Compliance Coordinator responsible for completing Inflation Reduction Act filings. Ensure paid wages are not less than prevailing rates including verification of wage determinations, maintaining accurate payroll records, and conducting regular audits to ensure compliance with federal prevailing wage laws and regulations.
- Manage and process apprentice transfer forms for each project, ensuring smooth transitions and accurate documentation.
- Oversee and occasionally assist with the preparation and submission of monthly Project Compliance Reports (PCRs) to the program sponsor, maintaining accurate and timely records, inclusive of payroll data and other required items.
- Maintain comprehensive records of all apprenticeship and compliance activities, ensuring documentation is up-to-date and accessible.
- Identify and resolve any issues related to apprenticeship and prevailing wage compliance, providing solutions and recommendations to management, inclusive of cure or penalty actions.
- Stay informed about changes in relevant laws and regulations and proactively update company practices to ensure ongoing compliance.
- Interpret legal documents, contracts and agreements related to apprenticeship programs.
- May advise on legal matters related to disputes and regulatory changes.
- Develop and track key performance indicators (KPIs) to measure the effectiveness of apprenticeship and compliance programs.
- Collaborate with external partners, including educational institutions and industry organizations to enhance apprenticeship programs and ensure alignment with industry standards.
- Develop and implement training programs to educate staff on prevailing wage and apprenticeship requirements.
- Follow safety rules, guidelines and standards for all projects. Participate in pre-task planning. Report any safety issues or concerns to management.
- Maintain quality standards on all projects.
- Perform other duties as assigned.
- Bachelor's degree in business administration, human resources, engineering, or a related field and a minimum of 7 years’ experience. Or, in lieu of a degree, a minimum of 11 years’ related experience.
- Minimum of 5 years of experience in compliance management, apprenticeship programs, or a related area.
- Experience in law firm helpful.
- Familiarity with Davis Bacon Act compliance.
- Strong knowledge of the Inflation Reduction Act provisions and requirements including tax incentives, prevailing wage, and apprenticeships.
- Excellent organizational and communication skills.
- Ability to work independently and collaboratively in a fast-paced environment.
- Proficiency in Microsoft Office Suite and compliance management software.
- Valid driver’s license with acceptable violation history.
