Job Description
General Responsibilities:
Manages the operational, administrative, and fiscal activities of a regional Remediation Construction Services team ensuring that resources are used effectively and economically. Manage the day-to-day operations of a variety of office services to ensure administrative needs are met. These activities may include administrative assistance, billing and accounting, scheduling, safety support/compliance tracking, proposal and cost estimate preparation, mail services, office and field equipment supplies, records and risk management, fleet management, facilities management, and human resources. Liaise with Remediation Construction Services personnel to ensure company/office administration policies, programs and activities are appropriate for their needs. Plan, prioritize, and manage industry trade association involvement, marketing activities, maintenance activities and upgrades to equipment, facilities, and systems to minimize disruptions to business activities. Assist with research, evaluation, and recommend supplies and equipment purchases to minimize costs and meet the organization's business needs.

Essential Roles and Responsibilities:

Financial
  • Assist Construction Services team with regular billing and accounting processes and make recommendations for enhancements and efficiencies.
  • Assist with the preparation of subcontract agreements and processing of vendor invoices (Familiarity with Coupa is a plus).
  • Assist with the development of and preparation of cost estimates, proposals, reports, and information required to serve Terracon’s clients.
  • Assist with procurement of equipment and materials.
  • Assist with Project Manager financials, collections, and budget tracking/reporting.
  • Participate in annual preparation of organizational budgets and strategy development.
  • Manage invoicing and financial records for the Construction Services team. Responsible for invoicing, timesheet entry and submittal, review of aged WIP, accounts payable, receivables and collections.
  • Regularly communicate with the Construction Services Program Manager providing status updates on administration and financial activities.

Administrative
  • Assist with tracking and help ensure equipment maintenance is completed as required or necessary.
  • Monitor, track and help ensure DOT compliance for fleet, personnel and equipment as necessary.
  • Monitor, track and help ensure appropriate contracts/certificates of insurance are in place on a project-by-project basis as required.
  • Assist with the processing and establishment of new client contracts.
  • Assist with interviews, hiring of new Construction Services staff and provide employee orientation for new personnel.
  • Provide Human Resources function for Construction Services team management including recruitment, worker’s compensation claims, and other HR support.
  • Ensure routine company administrative policies are followed by all team personnel such as time sheets, expense reports and purchase order requirements.
  • Assist with making travel/airline/hotel accommodations/reservations for project personnel.
  • Evaluate department administrative processes. Recommend and coordinate needed changes based on process analysis.
  • Oversee the use of office facilities and equipment and make requests for additional equipment or facilities as needed to meet client’s demands.
  • Work directly with Construction Services team to assist with preparation and ensure that reports, proposals, inspections, and information required to serve the client are properly prepared.
  • Develop understanding and be aware of project-related risk. Be familiar with what could go wrong on a project and how to protect the Company. Be familiar with company risk policies.
  • Promote continuous quality monitoring and improvement on projects. Monitor quality standards and practices. Engage APRs on projects at their onset as needed.
  • Assist with posting of new positions, scheduling employee interviews, preparing offer letters, onboarding, and training new employees.
Safety
  • Assist with the preparation of site-specific health and safety plans.
  • Monitor, track and help ensure staff safety training, equipment maintenance and insurance requirements are met.
  • Monitor safety metrics in industry databases and management systems as needed.
  • Monitor, track and ensure staff are appropriately trained to operate heavy equipment as applicable.
  • Monitor, track and ensure individual staff safety training requirements are completed in a timely manner.
  • Track and ensure that equipment and vehicle inspections/maintenance is completed as required.
  • Assist in obtaining appropriate PPE for personnel as needed.
  • Support safety efforts for team and ensure team follows safety rules and guidelines. Responsible for creating and modeling a safe work environment; demonstrates safety practices. Promote pre-task planning and job kickoff meetings for all projects.

Requirements:
  • Bachelor’s degree and 10 years of related experience. In place of a degree, a minimum of 14 years of related experience.
  • Valid driver’s license with acceptable violation history.
