General Description
Experience conducting wetland determination and delineation work to identify the boundaries of areas subject to regulation by the US Army Corps of Engineers (USACE) pursuant to Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899. Project Management responsibilities include completing the projects as per contracted scope; monitor progress and performance against the project plans. Troubleshoot and recommend or resolve operational problems and minimize delays. May be responsible for resource management, project scheduling, budgets and forecasts, and working with external vendors, subcontractors or contractors. Conducts meetings and prepares reports to communicate the status of the project to project team and client. Set priorities, assign tasks, and coordinate project staff to meet project targets and milestones. May have responsibilities to communicate with the client and deliver work products to satisfaction of client.
Key responsibilities include:
- A minimum of 7-10 years of experience conducting wetland delineations per the Corps of Engineers Manual is required.
- Responsible managing environmental projects as well as developing written proposals to clients for both small and large projects.
- Must be able to assemble and review available information (i.e., aerial photographs, soil classifications and soil survey maps, USGS topographic maps, National Wetland Inventory (NWI) maps, site hydrology, vegetation type, etc.).
- Must be able to perform on-site visits to gather data pertaining to the hydrophytic vegetation community, surface hydrology, and hydric soil characteristics.
- The ability to drive a 4WD vehicle on rugged, backcountry roads is preferred.
- Must be able to assess each stratum of vegetation (i.e., trees, saplings/shrubs, herbs, and woody vines) and classify vegetation by Genus species and dominance.
- Must be able to classify soil types and evaluate hydric soil indicators using shallow soil probes or space holes.
- Must be able to observe site characteristics for wetland hydrology indicators.
- Must be able to utilize a GPS (sub-meter accuracy) hand-held unit to map the location and boundaries of delineated wetlands.
- Proficient in preparing maps showing delineated wetland boundaries.
- Must be experienced in preparing WOUS Delineation Reports containing the applicable data, wetland jurisdictional rationale for client review, and the regulatory constraints analysis. Strong technical writing skills and proficiency with Excel and Word are required, proficiency with Access a plus.
- Experience in federal Section 404 permitting on a regional permit and individual permit level is required.
- State waters permitting experience in Georgia is recommended.
- Demonstrate flexibility and capability to meet fast-paced project deadlines.
- Must be able to independently manage assignments and meet project deliverable schedules.
- Successful candidate will be expected to establish strong working relationships with internal and external clients through project delivery and look for opportunities to continuously improve client service and quality.
Requirements:
- Bachelor’s degree in ecology/biology or related science field and a minimum of 7 years’ related experience. or, in lieu of a degree, a minimum of 11 years’ related experience.
- Master’s degree preferred.
- Certification in field of expertise.
- Valid driver’s license with acceptable violation history.
