Job Description
Terracon’s Houston office is seeking an entrepreneurial, growth-minded professional to help lead our Natural Resources practice, starting immediately. Natural Resources is part of our Environmental Planning group, which also includes NEPA Planning and Cultural Resources. Houston’s team works collaboratively with these and other practice areas to support Terracon’s regional, statewide, and national client base. We are seeking a leader for the Natural Resources practice within the Environmental Planning group who understands and is committed to program growth; is a strong team builder, communicator, and mentor; and who brings technical expertise and depth to our program.

Our Houston office is a multi-disciplined team that works on wetlands delineation and permitting, NEPA documents threatened and endangered species (T&E) assessments, species surveys, Endangered Species Act (ESA) consultations, archeological studies, environmental site assessments, and environmental compliance work. Our clients include City and County agencies, school districts, national and local retailers, commercial real estate developers and managers, telecom companies, energy providers, law firms, financial institutions, and construction clients.


General Responsibilities:
As the Natural Resources Team Lead, you'll supervise and mentor the team, driving growth through expanded market share and successful project delivery. Collaborating with the Environmental Planning Group Manager, you'll support the team's professional development, manage projects, and ensure quality data generation and reporting.

You’ll also oversee project performance metrics, contribute to business development, and help develop proposals in the growing Environmental Planning program. This role offers opportunities to work regionally across Texas and nationally, and you'll play a key part in growing Terracon’s presence in the market.


Essential Roles and Responsibilities May Include:
  • Lead safety efforts for team and ensure team follows safety rules and practices.
  • Lead State and Federally listed species survey efforts, including habitat assessments and presence/absence surveys.
  • Support the drafting of USFWS consultation documents under Sections 7 and 10 of the ESA.
  • Conduct Waters of the United States delineations and prepare associated reports and permit applications, including Pre-Construction Notifications and Individual Permits.
  • Meet with United States Army Corps of Engineers, on behalf of clients, application reviewers.
  • Manage Natural Resource projects within Houston and nearby regions.
  • Assist with the development of biological resource sections within National Environmental Policy Act documents.
  • Mentor natural resource staff.
  • Work with our marketing team to develop natural resource services in Houston, Southeast Texas, and across the Texas Division. Actively participate in local professional groups, societies, and/or committees.

Requirements:
  • Bachelor’s degree in Environmental Science, Biology, or related discipline and more than 6 years of experience in the practice
  • Previous experience preparing proposals, building budgets, and understanding and managing project finances
  • Familiarity with the Migratory Bird Treaty Act, Endangered Species Act, Clean Water Act, Rivers and Harbors Act, National Environmental Policy Act
  • Knowledge of Section 404 permitting
  • Ability to direct professional staff regarding data collection and report production. Ability to mentor junior staff and supervise staff.
  • Ability to travel out of town between 10% and 25% of the normal workweek
  • Possess strong writing skills
  • Ability to work on a team and build networks across the division and company
  • Capability to drive full-sized pickup trucks
  • Valid driver’s license with acceptable violation history

Preferences:
  • Associate Wildlife Biologist, Professional Wetland Scientist, or Certified Wildlife Biologist accreditation
  • US Coast Guard Section 9 Permitting
  • Experience in obtaining a variety of USACE Nationwide Permits
  • ESA Section 10(a)(1)(A) Scientific Permit for protected species (i.e. Golden-cheeked Warbler, Tricolored Bat [when listed], Red Cockaded Woodpecker, Freshwater Mussels, and/or other protected species).
